I guess it's a reality that you cannot truly analyze local stats. I mean, I only use Alberta, Canada as my location because I'm not comfortable listing my city. I'm certain there are many others in the same boat. As you say at the bottom as well, many people likely change their location after using twitter for a bit. Cheers! Interesting stats.
