Getting wise about waste in Edmonton

We currently divert more than 52% of our waste from landfill here in Edmonton and the goal is to increase that to over 90%. That’s going to take multiple approaches and a lot of hard work. Recycling is key, so it’s great that more than 90% of Edmontonians currently use the blue bag recycling program, according to the City. But sometimes we put the wrong things in the bag! That’s where the City’s new app called WasteWise comes in.

A launch event with a friendly waste sorting competition was held on October 26 at City Hall and I was excited to participate along with Councillor Andrew Knack, former Oiler Andrew Ference, and the kids from City Hall School. We each received a few bean bags with items on them and we had to determine whether that item should be recycled, taken to an eco station, or put in the garbage. We could guess, use the poster, use the app, or ask the audience for help. We got one point for getting that right, plus another point for tossing the bean bag through the right hole. It was more challenging than it sounds!

My mistake was apparently a common one among Edmontonians. One of the items I got was shredded paper, and I thought “aha! paper! surely that’s recycle!” Needless to say I got no points for that incorrect guess. Unlike sheets of paper or newspapers, shredded paper should be put into the garbage because “it clogs machinery at the recycling sorting plant, causing damage and plant shutdowns.” Because it is already shredded, it composts well. So, it was an educational event!

Some other commonly mistaken items include pizza boxes (they go in the recycle, even if a bit greasy), compact discs (CDs go in the garbage, or to the Reuse Centre), and plastic shopping bags (they get recycled too). If it has a cord, it should generally be taken to the Eco Station. You can challenge yourself by playing the WasteWise game What Goes Where?

The new WasteWise app is powered by a service called ReCollect. Other municipalities in Canada have gone with the same system, including Vancouver, Victoria, and Ottawa. The City was happy to point out that using an off-the-shelf tool was cheaper than building a brand new app, not to mention they get to take advantage of having the kinks largely worked out by others. In addition to being able to quickly look up whether an item should go in the garbage, recycle, or to the Eco Station, you can also get reminders about your waste collection day.

As of this week, the app has been downloaded more than 6,000 times and users have searched more than 67,000 times! The most commonly searched items are pizza boxes, styrofoam containers, and plastic containers. A little over half of app users have signed up to receive reminders.

These datasets are all fairly new so we’ll have to see how developers take advantage of all that data. I think an augmented reality app would be cool – imagine just pointing your mobile phone’s camera at an item to have it recognize the item and tell you where it should go. Would make all those de-cluttering challenges that seem so popular lately a little more interesting!

Reimagine: Achieving a Sustainable Building Stock in Edmonton

A few weeks ago I attended Manasc Isaac’s Reimagine Tower Renewal Summit 4 (see my preview). John Woelfling from Dattner Architects in New York was the guest speaker, and he shared a wealth of information on the renewal of the Peter W. Rodino Federal Office Building in Newark, New Jersey.

John covered all aspects of the renewal project, from cooling & heating plant upgrades to egress improvements and façade upgrades. They were able to achieve a significant increase in the energy efficiency of the building, and it looks much nicer now too! A lot of the information was over my head, but you can download John’s presentation here if you’re interested (PDF, 10 MB).

One slide in particular from John’s presentation stuck with me. To help set the context, he showed this graph:

As you can see, the vast majority of new office construction in Manhattan occurred back in the 1970s and 1980s. Why is that significant? Building codes and regulations were far less likely to consider energy efficiency at the time. An office tower built today is far more likely to be energy efficient than one built in 1970. It wasn’t until the Brundtland Report was published in 1987 that the term “sustainable development” was defined.

I have been thinking about that graph ever since, wondering if the situation here in Edmonton was similar, and trying to wrap my head around the problem of having an old and inefficient building stock. I spent some time on the website for The Way We Green, and came across this discussion paper from Klaas Rodenburg of Stantec. Titled Achieving a Sustainable Building Stock, the paper discusses the very thing I have been thinking about. Here’s a key excerpt:

Buildings are directly responsible for more than a third of all energy used and more than 50% of natural resources consumed in Canada. As a significant part of the problem, buildings also present part of the solution.

Although buildings look permanent, they are actually replaced or renewed on a perpetual basis. Municipalities can take advantage of this continual renewal cycle to significantly grow their stock of sustainable buildings by expecting higher standards for new buildings and encouraging existing building owners to engage in green renovations. Building codes are slow to change and focus on life safety, health and accessibility and not environmental performance.

The paper goes on to discuss voluntary rating systems such as LEED, and identifies strategies our city could employ to achieve a more sustainable building stock.

So what does our building stock look like? I turned to SkyscraperPage.com to help find the answer. They’ve got a pretty good database of Edmonton buildings – it currently contains 283 completed buildings. Of those, 183 have a “year built” associated with them. Here’s what you get with a little Excel magic:

Very similar to the Manhattan chart (though the SkyscraperPage data includes both residential and office buildings). Most of Edmonton’s buildings were built prior to the mid 1980s. Here’s what it looks like when you focus just on buildings that have 20 or more floors:

Yikes! All of the buildings on the right side of that graph are residential too: One River Park, The Century, The Jasper Properties, ICON I, ICON II, and Quest.

Obviously we need to ensure that any new buildings we are constructing are energy efficient. As Rodenburg says in his discussion paper, they must “exceed existing codes and standards by a significant measure.” I think that is happening to a certain extent – being LEED certified is something we hear quite a bit about now.

The graphs above suggest that perhaps we should pay more attention to our existing building stock as well. There’s a number of strategies we could use to make our older buildings more efficient, including the increasingly popular idea of reskinning.

Edmonton City Centre Airport Design Competition Finalists

Today Simon Farbrother, City Manager, and Phil Sande, City Centre Airport Executive Director, announced the five finalists in the City Centre Airport Lands Design Competition. These finalists will now work until the end of the year on their plans to redevelop the 216-hectare site into a sustainable, transit-oriented community.

“We had an overwhelming response to our request for qualifications,” says Phil Sande, Executive Director, City Centre Airport redevelopment project, City of Edmonton. “We’ve received 33 submissions with a wealth of experience in innovative sustainable design, urban design and redevelopment, engineering and architectural design.”

The five winning firms are (in alphabetical order):

  1. BNIM, Kansas City, USA
  2. Foster & Partners, London, UK
  3. KCAP, Rotterdam, Netherlands
  4. Perkins + Will, Vancouver, Canada
  5. Sweco International AB, Stockholm, Sweden

The contents of their submissions is confidential, so all we got to see were the covers of the proposals. The City also suggested the following visuals: BNIM, Foster & Partners, KCAP, Perkins + Will, Sweco International AB.

Local firms involved in the proposals include Williams Engineering, Bunt & Associates, Cohos Evamy, and Calder Bateman.

City Centre Airport Design Competition Finalists

Their submissions were based upon the Master Plan Principles that City Council approved earlier this year. The review committee included: Simon Farbrother, City Manager; Gord Jackson, Acting Manager of the Policy and Planning Branch; Rick Daviss, Manager of Corporate Properties Branch; Peter Hackett, Exec. Professor School of Business, VP Research and a Fellow of the National Institute for Nanotechnology at the University of Alberta; Chris Henderson, CEO of Delphi Group, Canada’s leading strategic consulting firm in the environment and clean energy sectors; and Todd Latham, President of Actual Media Inc. which produces ReNew Canada, the infrastructure and renewal magazine. James McKellar, Associate Dean, External Relations Academic Director, Program in Real Estate and Infrastructure, Schulich School of Business, York University ensured the review process was transparent and fair.

Some additional notes from the press conference:

  • The first phase of the build out could be completed by 2024.
  • Preliminary results of the environmental evaluation show three small sites with limited contamination potential. The findings thus far were described as “very positive”. More information will be available in about 3 weeks.
  • Each firm will receive an honorarium of $50,000 to participate.
  • Phil said that consideration of Edmonton as a Winter City was important, and was something the finalists both embraced and have experience with.

Edmontonians will get to review all five submissions at the end of the year. The review committee will then be joined by Lars Franne, Retired Project Manager, Hammarby Sjöstad Sustainable Redevelopment, Stockholm, Sweden, and potentially others, and will make a recommendation to City Council, who ultimately has the final decision.

It’s great to see this project moving forward!

Edmonton City Centre Airport Lands Master Plan Principles

A report went to City Council today outlining the vision and principles for development of the City Centre Airport lands.

The ECCA lands will be home to 30,000 Edmontonians living, working and learning in a sustainable community that uses 100% renewable energy, is carbon neutral, significantly reduces its ecological footprint, and empowers residents to pursue a range of sustainable lifestyle choices.

You can download the report here. A few of the highlights for me:

  • The challenge is to be experimental, not to wait for the perfect solution to arrive.
  • Common goal is defined by: design excellence, empowering people, reducing consumption, offering lifestyle options, innovating, measuring achievements.
  • Examples mentioned: Vastra Hamnen (Western Front), Malmo, and Hammarby Sjostad, Stockholm, both in Sweden, and One Planet Communities.
  • The goal is to achieve LEED Gold certification for all buildings, and to encourage LEED Platinum.
  • Under transportation: LRT is a focus, of course, but also “designs to discourage high speed traffic”, “bike paths and multi-use trails to provide fully connected routes”.
  • Technology is identified as a key component of the Master Plan: “A key to success in adapting new technologies will be the engagement of three major local players: EPCOR, the University of Alberta and NAIT.”
  • Our climate is highlighted: “It must be recognized that Edmonton has severe winter conditions, which bring their own challenges, but these need not stand in the way of achieving sustainable development.”

The report also highlights the historical significance of the lands, and states that the Master Plan must embody that through preservation, naming, interpretation, and designation:

  • Identify opportunities to re-use hangars as recreation facilities or other community facilities (e.g. farmers market).
  • Explore the idea of a “mall of museums” that would acknowledge the historical significance of structures such as Hangars 8 and 11 that are all on the Inventory of Historic Resources in Edmonton.
  • Acknowledge the history of the site through naming opportunities for thoroughfares, places and buildings that are associated with the past.

The Master Plan process will be guided by a new steering committee, and is broken into the Request for Qualifications (RFQ) and Request for Proposals (RFP) phases. In the RFP stage, the City is looking for 3-5 proposals. Selection would be made by “an independent jury of distinguished professionals.” Excluding formal approvals by Council, the entire process is expected to take a year.

I think the report is a great first step, but there’s still a long way to go. In the background section, there are lots of specific targets, such as the One Planet principles that include “100% of power coming from renewable energy”, “98% reduction in solid landfill waste”, “82% reduction in CO2”, and “20% of materials manufactured on site”. The section that outlines the Master Plan is largely devoid of such targets, however. I found only a couple:

  • At least 20% of the housing units built must be affordable housing.
  • Achieve an overall density of 25 units per acre minimum.

Downtown Edmonton requires infill development

One of the things I’ve heard time and time again during and since the City Centre Airport debate earlier this month is the argument that closing the airport and making the lands available for redevelopment threatens the infill that is required throughout downtown. If you highlight all the surface parking lots, downtown Edmonton (97th Street to 109th Street, 99th Avenue to 104th Avenue) looks something like this:

That doesn’t take into account parkades or any lots that I missed (I put it together pretty quickly just looking at the satellite view). It’s also a relatively small area (there are far more on the other side of 109th and 104th) I don’t think anyone would look at that and say, “it’s fine the way it is.” The fact is, we definitely need infill development if we want to have a sustainable, vibrant city. I would suggest that the individuals who supported closing the City Centre Airport likely also strongly support infill development. Both are steps toward the same end.

The first and probably most important thing to consider with this issue is that the whole of the ECCA lands did not go on the market the day Council voted to close the airport. It’s a long-term proposition, and redevelopment will take time.

The second thing to consider is that we may in fact need that space eventually, even if all of the current infill development happens. A few questions were asked about this very topic in Council’s Q & A. Here is the key response, prepared by Gordon Easton from Colliers:

Development pressure in the City of Edmonton is coming from the dual processes of population growth and population change. The population of Edmonton is expected to increase by approximately 400,000 people by 2041. The population is also aging, which creates demand for additional dwelling units, including high density. Our housing demand report showed that between 2016 and 2041 there will be a minimum of 45,107 apartments and 16,212 other multi family homes required to house the expected population. Certainly there are other developments and other sites that can and will accommodate some of this growth. Armin Preiksitis & Associates estimates that the current major development sites underway or expected in the City will contribute almost 35,000 multi-family units. If no other developments come on-line, those units will be completely absorbed in 2019, and there will be 2,453 multi family units needed each year thereafter. That is the equivalent of over 8 30-story condo towers and 650 townhouses per year. As part of the City’s multi family dwelling supply, the ECCA lands would reduce the rate of absorption at competing properties and lengthening the development timing. If ECCA were not developed with multi family residential, the rate of absorption at other sites would be higher, and development pressures (prices) on other sites throughout the city would increase as the market responds to the demand.

We need infill development in downtown Edmonton whether the airport disappears or stays. Closing the airport doesn’t mean that such infill development can’t or won’t happen, and to suggest otherwise is misleading and dishonest.

Peter Newman in Edmonton discussing Resilient Cities

Author Peter Newman, in town this week for ICLEI World Congress 2009, gave a free talk tonight at the Shaw Conference Centre on some of the central ideas of the book he recently co-authored, Resilient Cities: Responding to the Crash, Climate Change, and Peak Oil. Presented by Edmonton on the Edge, the talk was hopeful in tone – a nice way to end ICLEI.

A new approach to urban development needs to be forged that can, at the same time, enable cities to respond to the deep challenge of decarbonising cities and can use the transition to accelerate the development of what the UN calls the Global Green New Deal. Some hopeful directions will be outlined based on cities from around the world, including cities from down under.

Peter Newman in Edmonton

Peter is from Perth, Australia and he started by saying that Perth and Edmonton are similar in a number of ways (population, land distribution, etc). He next touched on Peak Oil (which Peter says happened in 2008) and the global recession. Peter positioned the Crash as an opportunity (his approach reminded me a lot of Ray Kurzweil). Peter showed a slide with five major economic downturns from the last 300 years or so, and pointed out the technological advances that were made after each. The rate of advance became faster over time, so that today we have exponential progress (this is essentially Kurzweil’s Law of Accelerating Returns).

My favorite part of the talk took the bulk of the remaining time – examples, complete with pictures, of cities around the world that have become Smart and Sustainable (together, the two characteristics of cities of the future, according to Peter). A couple of examples:

  • Phoenix, one of the worst cities in the world in terms of transportation by transit, recently replaced two lanes of traffic running through the centre of the city with light rail transit. Peter said if Phoenix can do it, anyone can!
  • Perth has completed significant rail developments in the last 15 years, with some lines going as far as 80km away from the core. During that time, ridership increased from 7 million passengers/year to 90 million/year. Amazing.

Peter introduced a number of acronyms during his talk:

  • IT: Information Technology
  • ET: Environmental Technology
  • TOD: Transit Oriented Development
  • POD: Pedestrian Oriented Development
  • GOD: Green Oriented Development

Naturally, IT and ET go together and TOD, POD, and GOD go together. You can’t have one without the others!

Peter Newman in Edmonton

Peter made reference to the concept of “place based cities” a few times, but unfortunately didn’t elaborate. The general idea is that you can make the local economy more viable by creating a stronger sense of place. Something about it really resonates with me.

The talk was followed by a reception, featuring music by Melissa Majeau. A number of other organizations helped Edmonton on the Edge make tonight’s talk possible, including the City-Region Studies Centre, University of Alberta Faculty of Extension, Edmonton Design Committee, ISL Engineering and Land Services, The City of Edmonton, and M.A.D.E. in Edmonton. Great event!

Your Guide to ICLEI World Congress Edmonton 2009

Edmonton is hosting the ICLEI World Congress 2009 from Sunday, June 14th through Thursday, June 18th. More than 500 mayors, councillors, and other delegates from more than 800 cities around the world will visit our city to discuss environmental sustainability. The conference takes place every three years, and provides opportunities for peer exchanges, knowledge sharing, on-site visits, and more.

For the City of Edmonton, this event is a chance to show off just how “green” we are to the rest of the world. There have been a number of related announcements over the last few weeks from the City:

I’d expect more announcements from the event. Each day of the conference has a theme:

More than 20 speakers have been announced, including Mayor Stephen Mandel, Alberta’s Minister of Municipal Affairs Ray Danyluk, Deputy Mayor of Vancouver and ICLEI President David Cadman, and the founder of ICLEI, Jeb Brugmann.

Edmonton's Social Enterprise Fund

social enterprise fund Recently, a new organization here in Edmonton caught my eye: the Social Enterprise Fund (SEF). Today I met with Omar Yaqub, the organization’s Director of Operations, to find out more about it.

Eight years in the making, the Social Enterprise Fund recently got off the ground in February. A joint initiative of the Edmonton Community Foundation, the City of Edmonton, and the United Way of Alberta, SEF aims to become an $11 million fund with $21 million in loans in the next five years.

What’s a social enterprise? SEF defines it as “a hybrid that combines social intent & the for-profit business model.” Just as a traditional enterprise is concerned with return on investment (ROI), the social enterprise is concerned with social return on investment (SROI). What’s the difference? SROI aims to capture the social and environmental benefits of projects, whereas ROI typically does not. You can learn more about social enterprises at Wikipedia.

There are three main criteria that potential SEF clients must meet:

  • Social comes first.
  • Business thinking is integral.
  • Profits are reinvested into the mission.

SEF will sit down and talk with potential clients to ensure they meet these criteria. In fact, there are no application forms or deadlines – SEF takes a much more intimate approach, working with clients directly.

They key thing SEF can provide is a loan. The goal is to help non-profit organizations move away from grants. Examples of financial packages include:

  • Housing or mission related: up to $500,000, 1 year term
  • Building purchases: up to $250,000, 10 year term
  • Existing social enterprises: up to $150,000, 5 year term
  • New social enterprises: up to $50,000, 8 year term

While the terms can be very flexible, the loans are not forgivable. In addition to loans, SEF offers business expertise, educational seminars, and more. Organizations that SEF has worked with already include Flavour Budzzz and E4C’s Kids in the Hall Bistro. Other examples of social enterprises include Habitat for Humanity’s ReStores, and Earth Water.

The Social Enterprise Fund is the first of its kind in Alberta, though the concept is actually quite common in other parts of the world. In fact, there’s even a Social Enterprise Alliance. Next April they’ll host the tenth annual Social Enterprise Summit in New Orleans. We’re clearly a bit behind here in Alberta, but I’m really glad to see something like this launch in Edmonton. It’s a great program for our community.

UPDATE: Turns out SEF isn’t really the first of its kind in Alberta. Just found Social Venture Partners Calgary via Sharon. It started in November 2000. Their model seems to have a greater focus on philanthropy.
