Don’t get too excited about supertall building proposals in Edmonton

There’s nothing quite like a skyline-defining tower to get people excited. Earlier this week a proposal for an 80-storey tower in The Quarters known as the The Quarters Hotel and Residences caught the eye of many. Developers Alldritt Land Corporation LLP still need to get approval for the tower from City Council, something they’ll seek within the next year. But is this proposal really something we should get excited about?

After decades without any new towers being built downtown, I completely understand the appeal of these proposals. Especially with recent examples to point to like Enbridge Centre and the new City of Edmonton Tower, both of which are very attractive buildings. Not to mention the Stantec Tower, which will finally get Edmonton into the skyscraper club. Closing the City Centre Airport and removing the height restrictions over downtown made these buildings possible.

But those are office towers, not residential towers, and they’re located in the heart of our commercial core. When we look at residential towers elsewhere in our downtown and the surrounding neighbourhoods, density is what should be important to us, not necessarily height. We want to increase the population of our core neighbourhoods, but we don’t need record-setting heights in order to achieve that. And in fact, such heights might actually be detrimental.

I wrote about this back in June when the issue of changing downtown land economics came up before Council:

“A really tall tower on one site might be appealing for the impact it’ll have on the skyline, for the apparent “prestige” that comes along with height, and for the increased profits and/or reduced financial risks for the developer. But it could also mean that instead of development occurring on multiple sites, only the tall tower goes ahead. Look at it this way: would you rather have three 20-storey towers or one 60-storey tower?”

There is one other potential benefit of the supertall towers aside from being attractive and it’s that in theory Council can negotiate with the developers to ensure there are public good contributions made in exchange for the height. The problem is that the last time that opportunity came up with the 45-storey Emerald Tower in Oliver, we didn’t end up with a very good deal. This is partly because there are no formal rules for those negotiations.

At it’s July 6 meeting, Executive Committee passed the following motion in attempt to change that:

“That Administration conduct further research and stakeholder engagement towards a formalized review procedure and incentive system to be applied to Direct Control Provision rezoning applications that add Floor Area Ratio in the city core and Transit Oriented Developments, and return to Committee in the First Quarter of 2017.”

Ideally this framework will be approved before the proposed Quarters tower goes to Council.

Downtown Skyline

There are other reasons to question proposals for supertall buildings, of course. Plenty of proposals have come forward and then quietly disappeared, such as the 71-storey “Edmontonian” tower that was proposed back in 2013. More recently, there are concerns about the vacancy rate downtown with the approved towers coming online and the impact that’ll have on the residential market. And on top of that residential towers like Brad Lamb’s Jasper House Condos which haven’t started construction yet are now lowering prices. For all of these reasons there’s no guarantee that the proposed Quarters tower will go ahead.

Yes, it would be great to see The Quarters develop into a vibrant part of our downtown core, and maybe this building could help us achieve that. A supertall building there could do for The Quarters CRL what the Bow Building did for The Rivers District CRL in Calgary. It’s certainly better than a giant hole in the ground! But I’m not convinced a single, supertall building is what we should be pursuing for the area.

A similar discussion is playing out in cities like New York, albeit at a very different scale. Here’s the criticism that Diller Scofidio + Renfro co-founder Elizabeth Diller had for the multiple out-of-character skyscrapers being proposed in New York City:

“I believe in planning logics where you have neighbourhoods, and you don’t just do one building at a time. We need more planning vision in the city than there is now, where there’s no thinking of the effect of tall buildings. I believe in planning, and even zones that are planned up high. There are zones and then logics, and they have edges. There needs to be a consciousness of the urban adjacencies and the products of what the building comes with.”

Edmonton absolutely needs to build up rather than out, but we need to consider the impact that approving one supertall tower will have on the surrounding area. Multiple tall buildings is probably more desirable than one supertall tower.

A new vision for Jasper Avenue

Back in May 2009, I attended the first open house for the Jasper Avenue New Vision project. Then in November of that year, a more in-depth open house was held at Enterprise Square. Six years later, only a tiny portion of that vision has come to life between 100 Street and 102 Street. The original project was meant to cover Jasper Avenue between 97 Street and 111 Street. In theory that work will still get done, but don’t hold your breath! Already the City is conducting public engagement on the rest of Jasper Avenue, west of 109 Street. I guess that makes sense, given how long it has taken them to get to this point, but wouldn’t it be nice if we could finish the original project first?

Here’s what a recent Edmonton Journal editorial said about our city’s main street:

“Pity poor Jasper Avenue. It has always been the canary in the recessionary coal mine in our city — it can go downhill very quickly when the economy softens. The signs are there already, bringing back echoes of Edmonton’s bad old reputation as Deadmonton.”

In general I agree with Paul who wrote in response that “the sense of doom and gloom is overstated and unhelpful.” Yes there are empty spaces along Jasper Avenue that badly need to be filled, but there are plenty of examples of positive changes to the street too.

Filling those spaces is important but it’s not enough. What Jasper Avenue could really benefit from is a reduction in traffic lanes and wider sidewalks throughout, not just around 101 Street. Here’s what I wrote back in 2009:

“Almost every feature of Jasper Avenue is geared toward vehicle traffic. Any redevelopment needs to shift the focus to pedestrian traffic.”

Sadly, not much has changed.

Rossdale land sale to the Province

Council voted this week to move forward with negotiations to sell a block of land in Rossdale to the Province for about $13 million. The land, located southwest of 96 Avenue and 105 Street, is considered “surplus to municipal requirements” and is currently vacant park land with just four houses. The Province wants the land so that it can “restrict development on these lands to protect the view corridor to the legislature from the bridge crossing.”

The problem is that the City’s West Rossdale Urban Design Plan aims to “create a complete, mixed-use, highly liveable, walkable, and sustainable community” that could be home to 4,500 people. Council feels that the money isn’t the problem anymore (the $13 million is apparently market rate) but they are concerned about fit with the urban design plan. If the Province won’t allow any development on the land, that could be an issue.

The West Rossdale plan does include a recommendation to “reserve and enhance view corridors” so that part is aligned at least.

Star Wars in Edmonton

Forget Christmas, Star Wars is what everyone is talking about right now. And that means the media are looking for local angles to basically tell the same story as every other news organization in the world right now: people are excited for this movie! And why not, the reviews sound incredibly positive.

South Edmonton Common’s Cineplex theatre is one of six across Canada offering a Star Wars movie marathon where fans can watch the original six films before seeing the new one. Good luck getting tickets though, as well over 6000 tickets had already been sold at the southside theatre by Monday. Still, five of the theatre’s sixteen screens will be showing the new Star Wars movie. On Friday, The Force Awakens will play 103 times in Cineplex theatres throughout Edmonton.

So we know it’s going to be a big deal. If you’re going to wait a few days to watch it, then you can read about it in the meantime. Celebrating mediocrity: the new Centennial Plaza wins an Urban Design Award

Edmonton’s 2015 Urban Design Awards recognized “the memorable urban places that make up a great city” on Friday. Among the winners was the new Centennial Plaza1, the large open square that was built alongside the redeveloped Federal Building. The plaza was recognized for Excellence in the Civic Design Projects category.

You’ve probably spent some time visiting the plaza this year, perhaps to admire the colorfully lit fountains in person. I like the fountains as much as anyone, but there’s no way this project should be winning awards. Here’s why.

Over-promised, under-delivered

I’m sure you’re aware that the Province “saved” $10 million on the Federal Building renovations, a project which ballooned to $375 million anyway. They did that by quietly scrapping a number of planned features, including what was meant to be the primary attraction for the plaza – an outdoor skating rink. They also cancelled the planned Zamboni purchase, but decided to keep the garage as a storage facility. Also removed was planned landscaping, some of the fountains, and other features. This was all decided back in April 2013 without any public consultation or even communication.

As Dave wrote back in January:

“It is a shame the PC Government chose to, more than a year ago and in secret, axe the elements of the renovated Federal Building and the Legislature Grounds that could have become a destination for the general public and an important part of the revitalization that is happening in downtown Edmonton. Hopefully they will see the error of this short-sighted decision and re-introduce the public elements in future renovations. Our Legislature Grounds are beautiful and we should be striving to create new ways to make it a more vibrant gathering spot for Albertans.”

As it stands, the plaza is little more than an open space to walk through.

Not event friendly

Though I think Edmonton has more than enough large open squares as it is, with one more under construction at Rogers Place and another under consideration with the Galleria project, the Federal Building plaza could have been a great venue for events. We thought it could have been a great location for What the Truck?! but had to settle for the streets adjacent to the square instead. There are two reasons for that.

First, the Province has historically been extremely reluctant to open the Legislature grounds to outside events. You can show up to protest, but not to enjoy the grounds as part of another event. Unless of course the Province organizes it themselves, as with the Canada Day celebrations. There are signs this is changing and we did have some productive conversations this summer that make me optimistic that the rules will change, but I’ll believe it when I see it.

Second, whether it’s true or not, I keep hearing repeatedly that the porous granite in the plaza is a problem that prevents vehicles, food trucks, and some other types of activities from taking place in the square. Churchill Square is going to be closed for the summer of 2017 (at least) due to LRT construction, so events like Taste of Edmonton are going to need to find a new home. The new Centennial Plaza seemed like a great location to fill the gap, and to keep those events downtown, but that may not be possible.

It’s like they intentionally designed the plaza so that it couldn’t be used for events. Issues like a surface that is too porous or difficult to clean should have been considered – the City has been dealing with similar issues in Churchill Square ever since it was redesigned into its current form. There’s a lot of experience and knowledge about squares locally that could have been tapped into for the design of the new Centennial Plaza.

On top of all that, the plaza is not even done! The public washrooms remain locked, taunting everyone who walks by.

Edmonton is a Winter City

But the biggest issue I have with the new Centennial Plaza winning an Urban Design Award in Edmonton is that it clearly was not designed with winter in mind. At least not since the skating rink was scrapped. That’s just inexcusable in a Winter City.

The fountains have long since been capped with metal covers, blocking not only the water but also the lights. The large open space offers little shelter from the wind or snow (and if they’re worried about vehicles damaging the surface, are they even going to keep it cleared?). And these are just the basics. Forget “experimentation with innovative, climate-oriented urban design” as Edmonton’s WinterCity Strategy calls for. Here’s what the strategy outlines as a possible way to design a winter-friendly space:

Doesn’t that picture look suspiciously similar to the plaza in terms of layout? Yet it’s so different in every other way. There’s such potential in the plaza for some of those winter design elements! Instead, we get pylons.

“It’s as much about attitude as it is about latitude. Winter cities have found ways of embracing and falling in love with winter. They use winter as an inspiration for designing public spaces and buildings, as a motivation for recreation and celebrations; they’re cities that share the wonders of winter with the world.” – Carol Neuman

It’s a shame. Where’s the winter equivalent of the illuminated fountains that caused such a stir over the summer?

Urban Design Awards

The Urban Design Awards take place every two years. As mentioned, the new Centennial Plaza won in the Civic Design Projects category:

“This category of award will recognize a civic improvement project such as a park, a public space, civil engineering or environmental infrastructure, street furniture and lighting elements, etc., which have been implemented as the result of an urban design plan or initiative.”

The “primary criteria for assessing the merit of the plan” included:

  • Compatibility with the urban plan
  • Positive contribution to the public realm
  • Design excellence
  • Demonstration of the value of urban design by showing how the urban design plan/initiative directed and influenced the space or the objects

That’s it. Nothing about how it might be used or importantly, when it might be used. Should there be criteria for winter? In Edmonton, probably yes. Let’s hope this can be considered for 2017.

Better, but still room for improvement

It’s true that Edmonton’s urban design has made great strides in recent years. I’m thrilled that the Borden Park Pavilion and Vaulted Willow both won awards on Friday, for instance. But we still have a long way to go, especially when it comes to winter. We shouldn’t be celebrating mediocrity along the way.


  1. Will the real Centennial Plaza please stand up? I guess it’s a small thing, but I’ve always been annoyed that they called the new square Centennial Plaza. We already have a Centennial Plaza – the small square between the Stanley Milner library and the Westin Edmonton. It’s far from perfect and suffers from some poor historical design decisions, but it could soon see a renovation of its own when the Stanley Milner library gets an overhaul. 

Wayfinding in Edmonton inches forward

At Executive Committee today, Councillors discussed a report which outlined why wayfinding is important, a strategy for moving it forward, and initial implementation options and costs.

Edmonton has very little wayfinding information for citizens or tourists and what we do have is confusing and lacks consistency. It has become clear that our city’s haphazard implementation of wayfinding within the pedway system is a disaster and is a mistake we should not repeat. The City’s push to see Edmontonians shift transportation modes is another big reason to support this initiative – finding your way around can be difficult if you’re not in a car. As Edmonton grows and attracts both more residents and visitors, the problem is only going to get worse. And like most things, the longer we wait to do the work required, the more it’ll probably cost.

The good news is that the City seems committed to doing something with wayfinding in a coordinated, strategic way. Administration understands and has articulated the benefits of wayfinding. The risk is that the funding to do it right may not be available.

Hooray for citizen action!

Would the City have come around to this position without citizen action? Perhaps eventually. But without question, the work of the Edmonton Wayfinding Project has had a significant impact. They’ve engaged citizens, they’ve conducted surveys and have done some other public engagement work, they have connected with experts in other cities, and they have pushed for collaboration with City Administration. Perhaps most importantly, they’ve shone the light on a topic that could have easily been ignored, and for no reason other than they want to make Edmonton a better place to live and visit.

The founder of the project, Tim Querengesser, was at Council today to speak to the report and to make his group’s case for the importance of progressing this work. The group published a discussion document today as well, which concluded:

“The Edmonton Wayfinding Society recommends City Council support the reports it is examining and follow their recommendations, with one caveat. The Society recommends the City reconfigure the roadmap toward a unifying wayfinding system for Edmonton to include the pedway/LRT system. Further, the Society recommends that its volunteer-driven research suggests a comprehensive study of pedway users, attitudes and behaviours is badly needed to create a wayfinding system that works in all nodes of Edmonton’s transportation infrastructure. In the interim, the Society also recommends that Edmonton introduce, immediately, guidelines for all new developments that add wayfinding as a factor that is examined. “

Concern about costs

Today’s report included both a business case and a detailed strategy. The two hefty documents (a combined 97 pages) provide all of the necessary background and detail that you could hope for. The opening paragraph of the business case highlights one of the big problems with wayfinding efforts in Edmonton in the past:

“There have been several attempts to create a corporate wayfinding program in the City of Edmonton which have failed at the value for money decision. While it is understood generally that wayfinding offers many benefits to a growing city, it has not so far obtained support as a priority for the investment needed for citywide implementation.”

Cost dominated much of the discussion today too. Councillor Oshry in particular peppered Administration with questions about the cost of implementation, and argued after the meeting that we don’t need “the Buckingham Palace version of the signs.” He told the Sun that the proposed wayfinding strategy “seems excessive”. Mayor Iveson, however, said “to cheap out on these signs is probably a mistake.”

The overall cost of implementing the wayfinding strategy is estimated at around $10 million. That includes the development of signs, apps, plans, artwork, and more. It also includes the rollout of hundreds of physical signs. A big chunk of that cost, $5.5 million, is for the installation of maps at each existing LRT or transit station. Options for funding the project include: direct funding, which Council would need to approve; incremental funding, which would mean signs only appear as projects are completed; and revenue generation, which could be from sponsorship or advertising. Rollout options were also discussed, such as focused on downtown first and other areas later.

The business case concludes that “a pedestran-focused wayfinding system in Edmonton offers a positive benefit to cost proposition” and that “wayfinding has been shown to be a cost-effective means to overcome barriers to modal shift, a way to improve the local economy and a contributor to overall city liveability.”

Design standards

A lot of design work has already been done, which you can see in the report but also in the prototype signs that were installed around Churchill Square back in April. Future signs will include both “Walk Edmonton” and the City of Edmonton brand, and they’ll likely look a bit different than the prototype signs based on feedback and other lessons.

Icons are meant to be based on national or international standards, to ensure widespread recognition. The Benton Sans typeface is proposed for use across maps and signs, because it has good legibility at both large and small sizes, comes in a wide range of weights, and is a little more unique than Helvetica or other commonly used typfaces.

Consideration has already been given to colors, themes, cartographic elements (like the “you are here” markers), 3D landmarks, and incorporating the pedway.

Governance and maintenance

There was some discussion today about the need for a wayfinding czar, or as the detailed strategy calls the position, a “Wayfinding System Manager”. Harry Finnigan, who worked on wayfinding in Winnipeg and who spoke at Council today, said he wished they had implemented a similar position in Winnipeg. Ultimately though, Administration today decided they would rather have a team of people take responsibility for wayfinding, and Council didn’t push the point.

On the topic of maintenance and operations, the strategy identifies the importance of both a procurement strategy to efficiently buy and maintain signage, and an asset management database, to record information about each sign. That database of information is sorely lacking from the pedway system currently, and would certainly be important to have going forward.

The wayfinding strategy will be managed by Walkable Edmonton, under the Walk Edmonton brand. ETS and Great Neighbourhoods are the two main internal partners. Mayor Iveson also suggested that the Edmonton Design Committee be involved.

What’s next?

To some degree, the City is going to move ahead with its efforts to develop the corporate wayfinding program. At some point however, more funding will be required. There are four capital profiles being recommended for funding in the proposed 2015-2018 Capital Budget, which is when we’ll likely hear about wayfinding next. If those four profiles were funded, that would enable the City to complete roughly 60% of the wayfinding strategy.

That means Edmontonians need to keep pushing for wayfinding if they think it is important! Tell your Councillor if you want to see more funding go into this important project.

Edmonton’s Pedway: Wayfinding

This is the third part in a series of posts looking at the past, present, and future of Edmonton’s pedway network.

Have you ever gotten lost in the pedway? You wouldn’t be the first to do so.

In the late 1970s, the City began to think about how to make the pedway more usable, and navigational information (known today as wayfinding) was to play a big part of that. The Pedway Concept Plan of 1976 called for “a standardized information guide applied throughout the system, including directional signs, maps, route directories, and general information signs” and “identification for individual commercial frontages.”

In March 1989, the City published the Downtown Pedway Network Review which highlighted the need for improved signage. “There is a need to develop and implement a directional and information signage program for the pedway network,” it said. “The 1987 pedway user survey revealed that users generally were unaware of the extent of the pedway network beyond a few specific areas.” As is often the case with the City, there was already a project underway to improve the signage when the report came out.

Pedway Documents

In 1987 the City of Edmonton entered into an agreement with Lance Wyman Ltd. for “consulting services in the area of the design of public signage and information systems.” Wyman has had extensive experience in designing branding and wayfinding systems, having worked on the Washington D.C. Metro maps, the Mexico City Metro icons and wayfinding, wayfinding for Midtown Detroit, and branding & wayfinding for Pennsylvania Station in New York City, among many other projects.

Edmonton’s pedway wasn’t the only project Wyman undertook in Alberta. He also designed the branding and wayfinding for Calgary’s +15 network. Here’s what he wrote about it in 2004:

“Symbols can participate with the environment in many ways and can enhance and make a wayfinding system work better. A symbol can be a reminder of history and a functional directional guide at the same time. The Calgary +15 Pedestrian skywalk symbol (bridges and walkways are 15 feet above grade) combines references to the city history and culture (local native Blackfoot star constellation circles, traditional white rodeo hat symbol) to establish a symbol that participates in all aspects of the wayfinding system. Circle patterns are also used to indicate the walking path on +15 maps, and are inlaid into the floors in contrasting materials to indicate the actual walkways. The consistent use of the circle patterns become familiar +15 wayfinding information and is a reference to Calgary history.”

In Edmonton, Wyman’s work was to proceed in three phases. The first would be Preliminary Design, during which data would be collected and Wyman would become familiar with the system. A concept for the pedway system logo, typography, and symbols would also be produced in the first phase. The second phase would be focused on detailed design, resulting in a manual and cost estimates for each element. The third phase would be a demonstration project. The total value of the contract, signed in December 1987, was $117,950.00. Only the first phase at $27,725.00 was funded at first; the other two phases were to proceed subject to funding approval from City Council. The work was to be completed by the fall of 1988.

Wyman eventually produced the City of Edmonton Pedway Signing & Graphics Manual (pictured above), which outlined the pedway network logo, iconography, and other design details. “The Helvetica system of typography was chosen for the Pedway to be compatible with the LRT signing system, which also uses the Helvetica system,” it reads.

Something that may not be immediately apparent is that the pedway logo itself comes in three versions, one for each level of the system. As Wyman puts it, “pedway logos inform pedestrians which of three walkway levels they are on; Subway, Street, or Skywalk.”

Another unique aspect of the design are the directional elements. “The signs give orientation using compass directions that incorporate familiar city landmarks; the North Star to the North, the refineries to the East, the river to the South, the view of the Rockies to the West.”

The manual includes design details on a wide array of different signs, including:

  • Flag Sign (sticks out from building)
  • Wall Sign (flat on building)
  • Elevator Button Sign
  • Pedestal Map
  • Wall Map
  • Waymarker Sign (mounted at baseboard level)
  • Stencil Sign (for paint applications)
  • Overhead Sign
  • Street Name Sign
  • LRT Sign (on the illuminated signs)
  • Entrance Decal (interestingly has different times for entrance hours)

The project was a relative success, and today the signage that Wyman designed can be seen throughout the network. In 1989, the Downtown Pedway Network Review recommended that the designs and signs “be incorporated into the existing portions of the Pedway Network and used in all future pedways.” Furthermore, it recommended that all development agreements should “require installation of this standardized signage system within the pedway link and throughout adjacent developments to ensure ease of access by pedway users.”

Over the years the signage rolled out, but it very quickly became out-of-date. As new buildings and connections appeared, they did not always follow the same format and some lacked signs altogether. There were long stretches of time during which the pedway map was not updated. Even today, the link to the Downtown Pedway Map on the City of Edmonton’s website takes you nowhere. Today’s system reflects a lack of ownership over the wayfinding aspects of the pedway, resulting in a mess of different signs and maps.

Twenty years after they first tackled the problem, Council decided to do something about wayfinding in the pedway. On November 18, 2009, Executive Committee directed Administration to work with the Downtown Business Association on addressing issues with the pedway, including “signage, way-finding, and new directions, including connections to outside streets.” An ad hoc pedway committee was formed shortly thereafter, and they identified “a system of standardized signage” as a key opportunity. The committee felt that a database should be created containing all of the relevant details about the pedway, so that it could serve as the basis for a web-based map to help people navigate the system.

The Downtown Pedway Committee was officially established in September 2010 with a mandate to “examine and address the challenges and opportunities” related to the pedway. The committee met six times throughout 2011 and focused their efforts on updating the existing pedway maps, a task they finally completed in March 2012 (you can download it in PDF here). Next they turned their attention to wayfinding.

“The major focus of the Committee has been the creation of an integrated way-finding signage system for the pedway network. A way-finding system performs the essential function of directing, informing and supporting movements that allow public spaces and buildings to function. Such a system is key to ensuring that people can access and use pedways and the transit system efficiently, conveniently and safely. A comprehensive way-finding system involves not only clear directional signage to smooth pedestrian flows, but also includes open spaces beyond the pedway network which extend throughout the downtown, resulting in a more open, uncluttered environment. A comprehensive way-finding system also includes connecting street level activity with the existing multi-level pedway system.”

The Pedway Committee made it clear that they felt improvements to the wayfinding system were necessary, especially given all of the other projects taking place in the downtown area:

“The Pedway Committee feels the time is right to start planning for an integrated way finding signage system for the pedway and throughout the downtown. The downtown is well-positioned to take advantage of this initiative.”

In November 2012 the Pedway Committee made a presentation about the business case for a wayfinding system. They identified “at least 78 different signage types” throughout the pedway network, including 13 in the library parkade alone!

They proposed a project with three phases to remedy the situaton. The first would be to do initial scoping and conceptual and detailed design. The second phase would focus on a pilot project, with the final phase including final design and rollout of the system beyond the pilot project area. Executive Committee was generally unimpressed with the presentation, and seemed shocked at the cost. The report estimated the cost of implementing such a project at $2 million, a figure based on similar projects that were recently implemented in Calgary and Toronto.

The source of that funding? The report recommended that the project be aligned with the “Green and Walkable Streets” project proposed as part of the downtown CRL. Unfortunately, when Council approved the list of catalyst projects that would be funded under the CRL on May 8, 2013, they broke Green and Walkable Streets into two. The first part, around the arena, was in the “recommended for initial funding” category. The second and much larger part, which includes any potential wayfinding project, was placed in the “to proceed on revenues actually realized” category. In other words, any improvements to the wayfinding system used throughout the pedway are for now dependent on the arena going ahead and the CRL being successful. Improvements may never happen.

So we’re stuck with the same old pedway signage and out-of-date information that has plagued downtown for the past twenty years. We’re stuck with PDF maps instead of mobile apps and other technological advances. And the situation could get even worse with the new arena, Royal Alberta Museum, and numerous other projects being constructed downtown with pedway connections.

It’s important to remember that wayfinding is about more than just signs. “An effective wayfinding system can be a visual ambassador, a means of saying ‘Welcome, let me help you find your way around and enjoy yourself’,” Lance Wyman wrote in 2004. “Wayfinding offers the designer an opportunity to reference the history, culture, and essence of place in an immediate way that will be seen and used on a daily basis.”

It has been a pretty great year for our downtown. EPCOR Tower, the first new office tower in two decades and also our tallest, opened.  Despite some hiccups, both the arena project and the new Royal Alberta Museum appear to be moving forward. The province is working to complete the renovations of the Federal Building and the adjacent Centennial Plaza in time for next summer. The first phase of construction on Capital Boulevard is underway. MacEwan University has started working toward its single sustainable campus. I could go on – the point is, there’s a lot happening! Megaprojects aren’t enough though, we need more people living and working and shopping and learning downtown. What are the barriers this? How can we make it happen? What are we missing? Sobeys on 104 Street Downtown: Evolving from urban fresh to neighbourhood store

On August 15, Sharon and I walked past the Sobeys on 104 Street Downtown as we do nearly every day. On that day however, something was different – the windows of the Sobeys were completely covered by a vinyl fruit-and-veggies-on-white design. I promptly tweeted my dislike for the change, and made a note to follow-up.

Over the next couple of weeks, it became apparent that a lot of people disliked the new window coverings. Dozens of residents (myself included) contacted DECL to complain. Some took matters into their own hands, like Mark Gitzel who staged a sidewalk chalk protest. The existing thread complaining about Sobeys on Connect2Edmonton reignited with people complaining about the windows. Chris Buyze, President of the Downtown Edmonton Community League, sent a letter to Sobeys on August 17, one of many messages that Sobeys received during that time. While the vinyl window coverings themselves caused a bit of an uproar, I think for a lot of people the issue was seen as the last straw. Their urban Sobeys had slowly evolved into just another grocery store, out of touch with its customers, and now it was physically separating itself from the street.

The Sobeys on 104 Street opened as Sobeys Urban Fresh in May 2008, a “hotly anticipated grocery boutique.” With six Red Seal chefs, a sushi bar, a café featuring coffee from local roaster St. City Roasters, a sizable selection of local and unique products, articulated walls and large bay windows in the café, it was not your average grocery store. It was the first grocery store to open downtown since Woodward’s Food Floor closed (the Save-on-Foods on 109 Street is technically in Oliver). It wasn’t perfect, but people were excited by the new store.

All of that is now gone. The sushi bar is gone, the local selection has disappeared, the café sits empty, and the windows were rarely open this summer. The signage still says “Urban Fresh” but it has become a lot like other grocery stores. For a resident like me, it raises the question of whether or not the store will still be there in the future.

It was in this context that I sat down with Mike Lupien, the Director of Communications for Sobeys West, this week. We met at Credo Coffee, just down the street from the store.

I first asked him about the windows. “It caught me off guard personally, I didn’t realize it was happening.” Mike told me that when comments first started coming in, he thought it was related to the bright orange signs advertising Sobeys’ new lower prices. He quickly got in touch with DECL however, and organized a meeting for the end of August to discuss the situation. “It was a great opportunity for us to tell them why we did it, but also for them to tell us their concerns,” Mike said. “We got a good understanding of where they were coming from.” I asked Ian O’Donnell, Development Chair for the Downtown Edmonton Community League, why they pushed for the meeting. “DECL has an inherent responsibility to engage and respond to situations that arise within the downtown boundaries. Part of our mandate is to ensure that changes that occur in or to our downtown are positive and continue to improve upon what we already have as a community.” Ian agreed the meeting was a productive first step.

DECL presented three primary complaints. The first is that the the vinyl windows violate elements of the Jasper Avenue Main Street Commercial Zone (JAMSC) bylaw and the Urban Design Framework for Downtown Streets as set out in the Capital City Downtown Plan. Secondly, because the vinyl diminishes the store’s internal/external visibility, it would seem to go against the Crime Prevention Through Environmental Design (CPTED) guidelines. And thirdly, the vinyl is ugly. It creates a physical barrier and doesn’t fit with the rest of the aesthetic on 104 Street.

Mike told me there were four main reasons the vinyl went up on the windows. The first was visibility of the store. “When people are driving down Jasper Avenue, they never notice the store,” Mike said. “You only see the sign if you’re going west.” I told him I would confidently bet that the majority of the store’s customers are not driving to the store, and he conceded that was probably true. The people who shop at that store either live or work in the area, for the most part. Even if someone was driving home and noticed the store, they’d have to find parking if they wanted to stop, and with 25 Sobeys and 4 IGA stores in the capital region, chances are there’s one with a big parking lot closer to home.

The other three reasons make more sense. The sunlight streaming into the store has had a negative impact on the produce department, at times the cashiers have had problems with glare on their screens, and the addition of shelves and boxes along the east side makes for a less appealing view from the street as you look in the windows.

At the meeting in late August, the group discussed potential solutions. It sounds like DECL got their point across, because Mike confirmed that taking the vinyl down completely is what will ultimately resolve the issue. “We’d like to work towards that,” he told me. As David Staples reported this week, they’ve taken the first step and have cut the white around the fruit out of the coverings. “We’re also looking at what we can do inside the store to deflect the light,” Mike told me, confirming he has started discussions with a designer that Sobeys has engaged in the past.

Turning to some of the other issues, Mike and I talked about the changes the store has undergone over the last three years. Some changes were made for business reasons, others were the result of feedback from customers. “We’ve adapted the selection to what people were asking for,” he said, and that’s why you no longer find products like camel or alligator. “The oyster bar didn’t go over very well,” Mike told me. “We were getting rid of more than we were selling.”

The windows have definitely been closed more lately than in the past, but for good reason Mike said. “We had a wet summer and lots of mosquitoes,” he said. “I know Evan, the store manager, wanted to have them open.” He also said that the construction of Icon 2 had an impact, as the amount of dust in the area significantly increased.

As for the local selection, Mike said they still try to offer local products. “We start as close to Edmonton as we can, and then move out.” In some cases there have been issues with suppliers, but the most common problem is that local suppliers just can’t keep up with the volume that Sobeys needs. He said they’re trying to find ways to address the problem. “We want to help local suppliers get to the point where they can work with us.”

Mike pointed out that there has been some positive changes as well. Prices are lower now than they were, the store now uses the same flyer as the rest of the Sobeys stores, and the assortment of products is larger than when it opened. “We’re going to expand further as well.” He told me they are keeping the coffee bar, but may reorient the space to make room for a few more shelves.

I told Mike that I felt much better about the store after talking to him, though I was still opposed to the windows. “If there’s something wrong, we want to know about it,” he said. “If there’s something missing, we want to hear about that too.” He’s confident that the window issue will be resolved as well.

“It’s a community store, it’s a neighbourhood store,” Mike said. “We want to be here, and we want to be here for the long-term.”

The problem with Capital Boulevard’s “grand view” of the Alberta Legislature building

I’m excited about Capital Boulevard, the transformation of 108 Street downtown into a premiere address worthy of a capital city like Edmonton. The City of Edmonton is investing $17.6 million in the project, slated to be finished by the 100th anniversary of the Alberta Legislature building in September 2012.

When completed, Capital Boulevard will feature broad tree-lined sidewalks, enhanced street and sidewalk lighting, mid block pedestrian crossings, bike racks, and street furnishings such as benches.

The project will be completed in two phases. The first is south of Jasper Avenue to 99 Avenue, and the second is north of Jasper Avenue to 104 Avenue.

Capitol Boulevard

The redevelopment plans have drawn inspiration from signature streets and views around the world. Here are a few examples, starting with the U.S. Capitol Building in Washington, D.C.

Another is St. Peter’s Basilica in Rome.

San Francisco’s City Hall is another example (opposite view here).

One of the great things about those examples is a clear line of sight down the street to the focal point. The view of the building is unobstructed. That’s something we have currently on 108 Street.

And losing that view is what concerns me.

The new ceremonial street will highlight the connection of the provincial legislature to the capital city and celebrate the shared history between Alberta and Edmonton. It will provide a grand view from MacEwan University to the Alberta Legislature.

A grand view perhaps, but no longer of the Legislature building! The plan is to have five sites of public art in the middle of the street between each avenue.

This rendering is off to the side, and the public art is the white mesh piece in the centre. My guess is the final art installations (which to my knowledge remain unfunded) are not going to be small, which means they’ll definitely obstruct the view of the Legislature building. Part of the problem is that the Legislature building is at an elevation of ~2160 feet and Jasper Avenue is at ~2180 feet. That’s why in my photo above, you can only see the top of the building. Put almost anything in the middle of the street and it becomes taller than the street-level view of the Legislature building.

The street is going to be called “Capital Boulevard” because of the Alberta Legislature building. So why would be obstruct the view of it?

We need to hold downtown parking lots to a higher standard

I’m no fan of surface parking lots downtown, but even if we succeed at getting rid of some of them many will remain. We’ll always have a need for parking downtown, and it won’t always be in a closed structure like a parkade. If you believe the mantra that “as goes your downtown, so goes your city” then you should care about these parking lots. Parking lots take up lots of space and directly impact how clean, safe, and vibrant downtown is or is perceived to be. We need to start holding our parking lots downtown to a higher standard.

The parking lot on the west side of 103 Street just south of 103 Avenue is one of the worst parking lots downtown. You can see it on maps.edmonton.ca here. Here it is on Google Street View – it has not changed since the imagery was recorded.

There’s a lot to dislike about this parking lot. It is not paved, resulting in a huge mess whenever there’s rain or snow.

There is no landscaping around the lot. It looks ugly from every angle. The empty wooden box along the sidewalk has potential but instead is an eyesore. There isn’t a clear separation between the parking lot and the sidewalk.

There are no cameras in sight, no theft prevention signs anywhere. You don’t get the sense that someone is looking after this parking lot.

At night, the lot feels incredibly unsafe. It has very poor lighting – the bulk of the light that does exist is actually from the Pattison advertisement.

The parking lot at Jasper Avenue and 99 Street, beside the World Trade Centre building, is one of the best parking lots downtown (except for the fact that it is located on Jasper Avenue, which I really don’t like). You can see it on maps.edmonton.ca here (plus adjacent plots of land). Here it is on Google Street View, and you can see that it has actually been improved since the imagery was recorded. That itself is a positive thing about this parking lot – someone is looking after it!

There are a bunch of things I like about this parking lot. I like that it is paved and that the parking lines are clearly marked.

I like that there is some landscaping around the parking lot. It makes it look much more attractive, and the transparent fencing results in a nice blend of vehicles and pedestrians on the sidewalk.

You’ll note on the far wall, the side of the World Trade Centre building, that there are cameras. Activity in this parking lot is being recorded. There are also signs about preventing theft throughout the lot.

Most of downtown Edmonton’s parking lots are bad

The list of positives might actually be longer than the things I have pointed out above, but I think there are a few things that all good parking lots must have:

  • Paved aisles and entryways (at least)
  • Bright, evenly distributed lighting
  • Landscaping and trash receptacles
  • Some separation between cars and pedestrians (a non-opaque fence, for example)
  • Monitoring, by security camera or guard or both

If you walk around downtown, you’ll quickly realize that there are very few parking lots that meet this criteria. Most are gravel lots, with no landscaping, limited lighting, no fencing, and no sense that anyone is looking after them. They are eyesores, and they contribute to the feeling that downtown is dirty and unsafe.

What can we do about it?

I think we need to start holding land owners accountable. If you want to have a surface parking lot on your land, fine, but you have to look after it! Especially if you’re producing revenue from that parking lot. Obviously we as drivers can choose to avoid parking in lots that are not compliant, but I question how effective that would actually be. I think we need the City to start enforcing these things, to make a statement that we care about downtown and that these ugly and unsafe parking lots are not helping. Give land owners 180 days to get compliant, and put up jersey barriers if they don’t.
